The Tolland Public Library was recently awarded a $1,500 grant by the Connecticut State Library (CSL) and the Institute of Library and Museum Services (ILMS) to conduct a Community Needs Assessment for library services. At the beginning of 2008, Management Partners, Inc. was hired to complete a study of the Town’s Public Works Department. A major recommendation of the study was to consolidate the Highway, Parks & Facilities, and Cemetery Departments under the Public Works Operations Manager, formerly the position of the Parks & Facilities Director. Reporting to the Public Works Operations Manager (Clem Langlois, Jr.) will be: the Highway Superintendent, Working Foreman-Highway, Working Foreman-Parks & Facilities, the Highway crew and the Parks & Facilities crew. The Town of Tolland is in the process of inspecting residential properties for the 2009 Revaluation project. Employees of Vision Appraisal are inspecting properties in the northeast quadrant of the town. This area is bounded by the Ellington town line to the north, the Willington town line to the east, North River Road to the south and Buff Cap Road to the west. They are in the process of completing inspections in the far northeast corner of town and will be moving into the areas of Settlers Ridge and The Vineyards subdivisions and the surrounding streets. The Town of Tolland is pleased to announce that after a recent review by the financial rating agencies, Fitch Ratings and Standard & Poor’s, our bond rating assigned by Standard & Poor’s has increased from ‘AA-’ to ‘AA’ and we have maintained a ‘AA’ rating with Fitch Ratings. These ratings reflect Tolland’s strong financial management, its solid financial position, and higher-than-average wealth within the community. Fitch Ratings in their press release states, “The ‘AA’ rating reflects Tolland’s solid financial operations guided by prudent fiscal management and debt policies, strong economic indicators and a moderate debt burden with manageable capital needs.” These reviews by independent, nationally-recognized financial rating agencies are an excellent assessment of the Town’s current financial condition.

The Town would like to thank Boy Scout Troop 2 for the outstanding work they have completed at their Adopt-A-Spot location, the Tolland Tennis Courts on Old Cathole Road. The Troop worked tirelessly, moving a tree from their previous Adopt-A-Spot location, installing new landscaping, building new rock walls and installing mulch. The appearance of the tennis court area has been greatly enhanced by their dedication and efforts. We would also like to thank all of the other Adopt-A-Spot program participants for their hard work and dedication to beautifying the community.
