			<content:encoded><![CDATA[<p><span>The Town of Tolland will begin using </span><strong>“Tolland Alert”</strong><span> by <span>Everbridge</span> Aware™, an emergency notification system provided by <span>Everbridge</span>, the leading emergency notification system provider, to communicate with residents and businesses within minutes during an emergency.</span></p>
<p>The Town of Tollandwill be able to alert residents and businesses about severe weather watches, major fire or police events, major road closures, public health advisories, vital town news or events, winter parking ban notices, town service updates, Water Commission advisories, and WPCA advisories using the <strong><span>“<span>Tolland</span> Alert”</span></strong><span> system by <span>Everbridge</span> Aware.  Residents and businesses that register may elect to subscribe to all or any one of the notification categories.  Messages can be sent on any communication path desired; cell phone, home phone, email, text messaging, fax, pager, PDA and more – ensuring that residents and businesses receive time sensitive information and important public service announcements in minutes.  Residents and businesses currently listed in white pages database will be automatically subscribed to emergency alerts by phone, though any citizen may self-register, provide additional contact information or opt out.</span></p>

			<content:encoded><![CDATA[<p>Tolland was the first stop for Governor Dannel Malloy who was visiting several towns today to announce the Small Town Economic Assistance Program grant awards.  Tolland has been awarded a STEAP grant in the amount of $394,350 for the construction of a multi-use concession facility which will include handicapped-accessible bathrooms at the Cross Farms Recreation Complex.<span id="more-15412"></span></p>
<p>Cross Farms has numerous outdoor recreational opportunities for all ages. There are three soccer fields, three baseball fields and a certified 18-hole disc golf course.  The Park comprises of over 100 acres and offers wooded hiking trails and a Family Fitness Trail.  However, the most exciting feature to Cross Farms will be the future Adam’s Adventure Playground.</p>

			<content:encoded><![CDATA[<p>The main parking lot at the Hicks Memorial Municipal Center &amp; Library is now open for the public and staff.  Temporary paving has occurred and light poles have been installed.   The concrete that was poured for the walkways have not been sealed and can not be sealed until the weather is above 60 degrees so that means no salt can be spread on the walks or it will destroy them.  The Town crew will do its best to keep them clear and put a little sand on them when they get iced up.   When we do get snow, please watch your step and walk carefully.</p>

			<content:encoded><![CDATA[<p>I am pleased to announce that the Town for the third year in a row has received from the Government Finance Officers Association (GFOA) the Distinguished Budget Award. This award reflects the commitment of the<span id="more-15260"></span> governing body and staff to meet the highest principles of government budgeting. In order to receive the award the Town had to satisfy nationally recognized guidelines for effective budget presentation. These guidelines are designed to assess how well an entity’s budget serves as a policy document; financial plan; operations guide and communications device. Budget documents must be rated proficient in all four categories as well fourteen other mandatory criteria with those categories. In Connecticut there are less than 20 towns that have achieved this distinction and only 1,250 entities throughout the country.</p>
<p>I would like to congratulate the Finance office and Acting Finance Director Agata Herasimowicz in particular for her work on the document and reformatting efforts over the last several years. There is a wealth of information within the document, other then just numbers and I would encourage all residents to take the opportunity to read the document which can be found under the Finance Quick Link.</p>

			<content:encoded><![CDATA[<p>The Town would like to notify residents of changes to the hours at the Cross Farms Debris Center. It will continue to be open daily 7:00 am to 4:00 pm through this Sunday, December 11th.  It will be closed Monday, December 12th thru Thursday, December 15th. The center will then re-open for the weekend Friday, December 16th through Sunday, December 18th from 7:00 am to 4:00 pm daily.  Sunday, December 18th is the last day it will be open to residents.  Residents are reminded they need to bring identification with them.  <span id="more-15209"></span>Also, residents and disc golfers will not be able to park at Cross Farms while the site remains a holding area for storm debris as it will be locked at ALL times.
