Tolland High School Track Closure

June 24, 2010

The Town of Tolland would like to inform residents that the Tolland High School track is temporarily closed while the inside field is reconditioned.  During this time, residents are reminded of the track located at Tolland Middle School which may be used.  The expected finish date of this project is July 30th.  Once the work is completed, the track will be reopened, however, the field will remain closed to all traffic until the fall of 2011.  Questions may be directed to the Public Works Department at (860) 871-3690.


August 10th Dual Primary

On Tuesday, August 10th, Tolland will have a dual Primary, meaning that Registered Democrats and Registered Republican will be able to vote for party candidates.

Registered voters who are Unaffiliated Voters (not registered with ANY political party), have until August 5th to change party affiliation by mail and by noon on August 9th to do so in person in the Registrar of Voters office, in order to vote in this Primary.

Budget Referendum Results

The FY 2010-2011 Town Operating and Capital Budget of $49,320,186 was approved by voters at the May 18th referendum by a vote of 1828 “yes” to 1089 “no.” Voter turnout was 30.29%.

Open Burning Permit Changes Effective May 2010

Open burning is the burning of any matter, where smoke and other emissions are released directly into the ambient air without passing through an adequate stack or flue.  

The Department of Environmental Protection (D.E.P.) and your local fire department limit open burning for public health and safety reasons. Open burning pollutes the air and can make it difficult for people with respiratory problems to breathe. Open burning can also create smoke and odor nuisances as well as health risks to nearby residents, particularly in densely populated areas. Read the rest of this entry »


50 Tolland Residents can Purchase an Additional 65 Gallon Recycling Cart

In response to residents, we have created a program so Tolland residents can purchase at their own expense an additional 65 gallon blue recycling cart.  Currently, residents are only allowed one recycling cart.  Only 50 additional carts are available to be purchased by Tolland residents and the cost is $80.  The first 50 residents to call and place an order will receive the additional cart.  If you want an additional recycling cart you need to call our waste hauler Willimantic Waste Paper Company, Inc. directly at (800) 286-5335 or (860) 423-4527.


Farmer’s Market on Tolland Green Begins on May 8, 2010

The Farmer’s Market on the Tolland Green is scheduled to begin on Saturday, May 8th.  The Market is held every Saturday from 9:00 a.m. to 12:00 p.m. on the beautiful historic Tolland Green from May through mid-November.  The Market offers a variety of fresh fruit, vegetables, herbs, flowers and baked goods and is a popular community event.  Come and enjoy the market!  Questions may be directed to the Town Manager’s Office at (860) 871-3600.


Changes to Building Fees & Penalties

Attention Residents and Contractors Working in the Town of Tolland Effective July 1, 2010, the building permit fees for the Town of Tolland are increasing.  The minimum permit fee is increasing from $20 for the first $1,000 value of work to $30.  The additional $12 per thousand and fraction thereof will remain the same. Share Your Favorite Image of Tolland

Now that you’ve seen historic pictures of Town in the “Name the Photo Contest” how about sharing your favorite photo image of Tolland with us.  It can be of people, a place or something connected to Tolland that you feel makes Tolland special. We will make a collage of the photos we receive and post them in the Town Hall and the Library. All photos submitted must be suitable for public viewing, have a Tolland connection and be in jpeg format. Please be sure to include your contact information and a caption for the photo. 

All entries must be submitted by August 6th to the Recreation Department at tainsworth@tolland.org.


Willimantic Waste Paper Company-On-Line Bulky Waste/Metal Reservation

Effective immediately, Tolland residents may make a Bulky Waste/Metal Reservation through the Willimantic Waste website.  Please go to:  www.williwaste.com and at the top right corner of the home page click on Tolland Residents Only.  Fill in all fields.  Make sure the appropriate section is filled in for your pickup.  If you don’t have an item for pickup (motor oil, bulky waste or metal), please make sure you check the “No” box.  The category you pick will ask for a listing of items.  In order to submit your pickup, you have to check that you understand the procedures at the bottom of the form.  Hit “Submit Your Reservation” and you’ll receive an immediate confirmation of your reservation and a few minutes later you’ll receive a more detailed confirmation with the information you inputted including your items.  You will still need to make this reservation on-line at least four days in advance of your normal pickup day.  If you don’t have the internet, you can still call 1-800-286-5335 for your reservation at least four days in advance of your normal pickup day.


Town Council Adopts Proposed Budget

The Town Council on April 5, 2010 adopted a FY2010-2011 Town Operating & Capital Budget in the amount of $50,207,031.  The budget requires an expenditure increase of 2.78% resulting in a mill rate of 29.86.  There were changes to the bottom line of the budget plan proposed by the Town Manager in regard to the increase for the Board of Education, which is now budgeted at 3.5%, as well as an additional $50,000 for Town Department needs.

The Town Council’s Adopted Budget includes the following appropriations:

Town Government – $10,672,032
Board of Education – $34,645,380
Debt Service – $4,622,919
Capital – $266,700
TOTAL: $50,207,031

The Town Council’s Budget will be presented at the Annual Budget Presentation meeting to be held at the Tolland High School Auditorium on Tuesday, April 27, 2010 at 7:30 p.m. and Wednesday, April 28, 2010 at 10:30 a.m. at the Tolland Senior Center, 674 Tolland Stage Road.  An explanatory text will be mailed to each household with details on the proposed budget during the month of April.

The Annual Budget Referendum takes place on Tuesday, May 4, 2010.  Polls are open from 6:00 a.m. to 8:00 p.m.  Tolland has two polling places: the Gymnasium of Hicks Memorial Municipal Center (Town Hall) (District 1) located at 21 Tolland Green; and the Tolland Senior Center (District 2) located at 674 Tolland Stage Road.  You may direct questions regarding your polling location to any of the following offices: the Registrars of Voters at 871-3634; the Town Clerk’s Office at 871-3630; or the Town Manager’s Office at 871-3600.  Polling and voter registration information can be found by visiting www.tollandelections.org.
