			<content:encoded><![CDATA[<p>The Town Council approved changes to the Solid Waste and Recycling regulations (Chapter 94) at their December 8, 2009 meeting.  You can view the revised regulations at our website by visiting <a href="http://www.tolland.org/solid-waste-recycling">www.tolland.org/solid-waste-recycling.</a><span id="more-6402"></span></p>
<p> The most significant change is that <strong>stolen</strong> <strong>Blue Recycling Containers will be replaced at no cost to the homeowner if a police report is filed and a copy provided to the Town</strong>.  This is a change to section 94-22.  This applies only to Blue Recycling Containers, not Green Refuse Containers.  This policy change is consistent with trying to encourage recycling by residents of Tolland.</p>
<p> Minor changes were required to make more consistent and clear the damaged container language in sections 94-17 and 94-22.  As is current practice, if the contractor damages the container during operations they will repair or replace.  This will handle most of the damaged container issues.  If for some reason a resident damages a container by negligence (hot ashes is an example) then the resident will be responsible.  All other damages, including snowplow damage for example, will be the responsibility of the resident as well. </p>
<p>Other minor changes were made for sections, 94-18, 94-23, 94-24, and 94-27 which included changing the regulations to be current with our solid waste hauler’s operations and other clarifying language.  For example, waste oil from engines is now a bulky waste item.  During times of inclement weather, containers shall be removed from curbside as soon as possible is another clarification.</p>
<p>As you know, the Single Stream Recycling program began on July, 1 2009.  The goal was to reduce our overall refuse costs and increase recycling.  Through the first three months of FY2010 we have saved $9,300 over last year and reduced our refuse tonnage by almost 8%.</p>

The Eastern Highlands Health District has been notified by the Department of Health that members of the school community had confirmed cases of H1N1 influenza.  These individuals have recovered from the virus without incident.  The School system has implemented the Center for Disease Control Guidelines which provides that students and adults who are ill with flu symptoms should not attend school for at least seven days or until 24 hours after the illness symptoms are over, whichever is longer.  Closure of school is no longer recommended by the CDC unless there is a large cluster of confirmed cases at the particular location.  Center for Disease Control Guidelines for school and child care facilities can be found at </span><a title="http://www.cdc.gov/h1n1flu/k12_dismissal.htm/" href="http://www.cdc.gov/h1n1flu/k12_dismissal.htm/"><span style="font-size: small; font-family: Times New Roman;">www.cdc.gov/h1n1flu/k12_dismissal.htm/</span></a><span style="font-size: small;"><span style="font-family: Times New Roman;">.  The Eastern Highlands Health District will continue to monitor H1N1 occurrences in Tolland and work with the School system on implementation of appropriate guidelines. 			<content:encoded><![CDATA[<p class="MsoNormal">One of the relatively new weapons being used in the snow and ice control field involves the treatment of roads with anti-icing products in advance of snow storms.<span> </span>The Highway Department will be implementing some of these measures this year.<span id="more-2075"></span></p>
<p class="MsoNormal">Anti-icing refers to a collection of strategies and techniques used to prevent snow from bonding to the road surface.<span> </span>Salt and salt treated with liquid calcium chloride is applied to the road surface in advance of the storm.<span> </span>The salt lowers the freezing temperature of water and prevents ice from bonding to the road.<span> </span>De-icing, in contrast, refers to snow and ice removal after bonding has occurred.</p>
<p class="MsoNormal">Anti-icing creates a brine on the road surface that acts as a barrier between falling snow and the pavement.<span> </span>Snow may accumulate on the road surface, but because of the barrier, the snow won’t bond to it.</p>
<p class="MsoNormal">The key to anti-icing is the application of salt.<span> </span>Timing is everything; if the salt is applied to the road too soon, the resulting brine may freeze as the falling snow dilutes it.<span> </span>If it is applied too late after the storm begins, snow will have already bonded to the road surface.</p>
<p class="MsoNormal">Treated salt will form a brine faster than standard rock salt.<span> </span>It also bounces less than standard rock salt, so more material stays on the roadway and less in the gutter.<span> </span>Snowplow crews can more easily keep the road clear because they are working with snow that has not bonded to the pavement.</p>
<p class="MsoNormal"><span style="text-decoration: underline;">Anti-icing has many advantages:</span></p>

<li><!--[if !supportLists]--><!--[endif]-->Town crews can respond to storms proactively by beginning treatment in advance of the storm.</li>
</ul>

<li><!--[if !supportLists]-->Anti-icing enables a quicker return to improved road conditions resulting in fewer accidents and delays.</li>
</ul>
<ul>
<li><!--[if !supportLists]-->Treated salt doesn’t bounce off the roadway so material is more effectively used.</li>
</ul>
<ul>
<li><!--[if !supportLists]--><span style="font-family: Symbol;"><span><span style="font-style: normal; font-variant: normal; font-weight: normal; font-size: 7pt; line-height: normal; font-size-adjust: none; font-stretch: normal; font-family: &quot;Times New Roman&quot;;"> </span></span></span><!--[endif]-->If the storm is delayed, some residual salt remains on the road ready to begin work when precipitation begins.</li>

</ul>
<p class="MsoNormal"><strong><span style="text-decoration: underline;">Reduction of Sand Use</span></strong></p>
<p class="MsoNormal">In Connecticut, snow storms have traditionally been fought by applying a mixture of sand and salt.</p>
<p class="MsoNormal">Salt melts snow and ice.<span> </span>Sand does not.</p>
<p class="MsoNormal">Sand can increase friction, thereby providing better traction and control of vehicles.<span> </span>For sand to actually improve traction, however, it must remain between the tire and the ice.<span> </span>It does no good when it is buried in snow.<span> </span>Vehicle traffic will work sand into fresh snow and render it useless to improve traction.<span> </span>Research on friction on pavements treated with sand shows that there is little benefit when traffic is present.<span> </span>When is the most effective time to use sand?<span> </span>During very low temperatures (below 5ºF) where salt is ineffective or during freezing rain conditions.<span> </span>The Town will no longer be using sand during the majority of its snow removal operations.<span> </span>The Town will continue to have sand available for use when conditions specifically warrant its use.</p>

<p class="MsoNormal"><span style="text-decoration: underline;">What changes will the public see?</span></p>

<li>There will be some storms where the Town snow plow drivers will be applying material to the roads <span style="text-decoration: underline;">before</span> or just as a storm is starting.</li>
</ul>
<ul>
<li><!--[if !supportLists]-->The streets and edges of the road will not be brown with sand after a snow storm has ended.</li>
</ul>
<ul>
<li><!--[if !supportLists]-->The use of salt on a per storm basis will not exceed what has been used in prior years.</li>
