PRINCIPAL FUNCTIONS
The purpose of the Zoning Board of Appeals is to vary, as appropriate, elements of the Zoning Regulations, hear and decide appeals concerning decisions of the Zoning Officer, and to handle matters dealing with Certificates of Approval for location of Motor Vehicle Uses. The primary duties of the Zoning Enforcement Officer are to issue Zoning Permits, endorse Certificates of Occupancy, advise and assist the general public on zoning matters, handle citizen complaints, enforce zoning regulations, and serve as the technical advisor and administrator to the Zoning Board of Appeals. The Zoning Board of Appeals consists of five regular members who are elected to staggered four or two year terms, and two alternate members who are appointed to two year terms by the Town Council.
SUMMARY OF SERVICES
The Zoning Officer endorses all Certificates of Occupancy. This activity includes at least one field inspection per dwelling or structure, and a review of the original Subdivision Plan to ensure zoning compliance. As the staff advisor to the Zoning Board of Appeals, the Zoning Office attends all ZBA meetings and assists residents applying for variances. Tolland’s Zoning Officer is Steve Lowrey. Most zoning violations and complaints require field inspections, research of the records, and correspondence; however, in most cases, compliance can be secured by basic administrative procedures and do not require legal action.
In order to assure compliance with the Zoning Regulations, permits are required for certain allowed uses. In addition to reviewing Building Permits, the Zoning Officer also reviews as-built foundation surveys for zoning compliance before allowing new buildings to be constructed.
