Information About Taxes
Mill Rate – A mill is a unit of monetary measure equal to 1/1000 of a dollar. The mill rate is a number determined by dividing the grand levy (amount of revenue required) by the grand list (total assessed value of all taxable property). The mill rate is then applied to each taxpayer’s taxable property. The mill rate for the October 1, 2009 Grand List is 29.15.
Example: Assessment x Mill Rate = Tax Dollars
A Motor Vehicle assessed at $12,230 (x .02915) = $356.50
Taxes Due – Tax bills go out the end of June each year. This bill has coupons for both the July and the January installments. Any tax bill of $100.00 or less is due in full in July. Tax bills in excess of $100.00 are split into two payments but can be paid in full for your convenience.
WE DO NOT BILL AGAIN FOR JANUARY.
IT IS YOUR RESPONSIBILITY TO REMEMBER TO PAY THE SECOND INSTALLMENT.

Annually, taxes are due July 1, and January 1 with a one month grace period to August 1 and February 1. According to Connecticut General Statute 12-169, when the final day for on-time payment falls on a Saturday, Sunday or legal holiday, payment may be made without interest or penalty on the next business day. You may pay in person or by mail. For your convenience the town has two drop box locations. One is at the rear entrance to the building labeled TAX DROP. The other one is in the handicapped parking lot on the side of the building labeled NIGHT DROP for Town offices. We are always willing to work with taxpayers who are unable to pay their bills in full. For more information, please contact the Tax Office at 860-871-3657.
Receipt – For a return receipt, enclose your entire bill and a stamped, self-addressed envelope with payment. When paying in person, bring your entire bill with you. Retain your taxpayers receipt for income tax purposes.
Escrow Accounts – If your taxes are to be paid by a bank or mortgage company, please forward your bill to them immediately.
Past Due Taxes – Interest will be charged on all payments received or postmarked after August 2, 2010 and February 1, 2011 at the rate of 1 ½ % per month or 18% per year in accordance with Connecticut General Statute 12-146. The interest is charged back to the due date of July 1 and January 1. This means that a late payment in August is charged 3% interest (for July and August), and a late payment in February is charged 3% interest (for January and February) ~ the minimum charge is $2.00 per bill.
If “back taxes due” appears on your bill, please call the office for the correct amount due before you send your payment!
All delinquent motor vehicle taxes are reported to DMV. Anyone needing a motor vehicle clearance must pay in cash or money order or wait seven business days (or two calendar weeks).
Grand List – On July 1, 2010, tax bills for the October 1, 2009 Grand List will be due. The time period covered for motor vehicles assessed is October 1, 2009 to September 30, 2010. If new vehicles were registered after October 1, 2009 a bill would be produced on the Supplemental List due January 1, 2011.
Sold A Vehicle? – When a vehicle has been sold, and not replaced, your bill may be adjusted or deleted. A returned plate receipt from DMV or a copy of a bill of sale should be provided to the Assessor’s Office for their consideration. Tax Breaks– There are a number of tax assessment relief programs authorized by Connecticut State Statute that are available to qualified property owners and renters in Tolland.
