The visioning process began in Spring 2006 with the goal of evaluating and defining the best land uses and development patterns for the Gateway/South Green area leading to historic Tolland Green. This study, prepared by Planimetrics Consultants, is the culmination of fieldwork and research by the Uconn Landscape Architecture Program with Steve Lowrey, Tolland’s Wetlands/Zoning Officer, and input from residents, property owners and business owners, the Town Council and Planning and Zoning Commission, and Steve Werbner, Town Manager, and Linda Farmer, Director of Planning and Community Development, over a series of public forums. This Vision presented in the study provides an overview, as well as details on the process, the overall vision, the general program, use, design, circulation and parking strategies and implementation. The Planning and Zoning Commission has endorsed the study to be used as a planning policy guide for development of regulations to implement the vision. An informational meeting will be held on November 29, 2007 to present the study to the property owners, residents and boards and commissions.
