Senior Outreach

In conjunction with the Senior Center, there are several programs offered through Senior Outreach. Home visits and entitlement assessments are available to those residents that cannot come into the Senior Center. The Senior Outreach Caseworker, who also serves as the Municipal Agent for Tolland, will assist in the following programs: Medicare (A,B, & D), Medicaid, Food Stamps, home delivered meals, Town and State social services, Social Security, protective services, housing and home care, adult day care transportation, and local senior and community groups. The Senior Outreach Caseworker is also a certified CHOICES (Connecticut’s programs for Health and Outreach Information, Insurance Assistance and Referral Counseling and Eligibility Screening) counselor.

Programs Available:

Renter's Rebate - Tolland Human Services is accepting applications for the Renter's Rebate Program beginning April 1, 2023 to October 1, 2023.  

To qualify:

  • Your income must be less than $40,300 single or $49,100 couple
  • You must produce Rent receipts from 2022
  • You must indicate you 2022 Eversource account # and obtain any other qualifying utility bill (gas, water, fuel) if applicable
  • You must submit your 2022 Social Security 1099 and all other sources of income received in 2022
  • If you filed taxes in 2022, a copy will be needed

Access Through Technology - The goal of the Access Through Technology program is to ensure that every person with combined hearing and vision loss has access to telecommunication equipment and necessary training, granting every individual the opportunity to interact and communicate with the world around them.  

A Brush With Kindness (ABWK) Program - This program assists fixed-income families in repairing and renovating their homes so they can continue to live in safe, decent homes. They focus on assisting elderly, veteran families and those with limited mobility. ABWK projects includes just minor exterior painting, landscaping, weatherization and age in place projects.

How does the program work?

  • Habitat selects partner families based on income, need and willingness to partner.  
  • Habitat affiliates uses donated materials and volunteer labor for Spring & Fall outdoor clean ups to keep costs low and take no profits for their services.  
  • A No-Interest Loan is made to the homeowner to cover the cost of the project. 
  • So, who is eligible? Elderly, Veterans & Low mobility individuals.

  • Is this a free service/program? It is NO INTEREST LOAN that finds contractors at a lower rate for you!
  • The purpose of our program? To help families age in place! Payments are placed in a revolving fund to help serve others in need as well!
