Tax Relief Programs

Town of Tolland Tax Relief Programs:

There are a number of tax relief programs available to qualified property owners in Tolland. The state of Connecticut offers an elderly or disabled homeowner program and the town of Tolland offers two local tax relief programs to qualified property owners. The Tolland Tax Assessor’s Office is now accepting applications for tax relief for senior citizens or permanently disabled homeowners from February 1, 2024 through May 15, 2024.

There are separate applications for each program and the qualification requirements differ. Applications have been mailed to homeowners whose year it is to file. Anyone who is new to the program or who was previously disqualified may request an application by calling the office at 860-871-3650. can also be found by clicking the links below or visiting the Forms and Documents tab. 

Applications are available for:

State Elderly or Disabled Homeowners Program which requires homeowners to be 65 years of age as of December 31, 2023, or be 50 years of age or over and the surviving spouse or civil partner of a homeowner who, at the time of death, had qualified for and was entitled to tax relief, or is receiving disability benefits from Social Security. Such spouse or civil union partner must have been domiciled with the homeowner at the time of death. In addition, the applicant must be on the deed for the home, and be a year-round resident. The 2023 tax year income, including the nontaxable portion of Social Security, cannot exceed $53,400 if married or $43,800 if unmarried. 

PLEASE NOTE: If an application for the State Elderly or Disabled Homeowners Program is not received by April 15th the application must be submitted in person rather than by mail. 

Local Tax Relief Program for Permanently Disabled and Senior Residents (Ordinance 60) is a tax credit program. Eligibility requirements are that homeowners must have resided and paid property taxes since July 1, 2022 or earlier; at least one of the homeowners must be 65 years of age by December 31, 2023 or receiving Social Security disability benefits (or be the surviving spouse or civil union partner or homeowner who, at the time of death, qualified for this program) and the taxpayer must reside in the home. TOTAL HOUSEHOLD income for the 2023 tax year cannot exceed $75,600 and total household assets (excluding the home) cannot exceed $756,000.

Local Tax Deferral for Senior Citizens (Ordinance 25) This program defers a portion of property taxes for qualifying homeowners while they own their property. The unpaid portion of taxes accumulate as a lien against the property. All back taxes, including interest, are payable in full when the property is sold or transfers. The 2023 maximum TOTAL HOUSEHOLD income for this program cannot exceed $75,600. Additionally, the applicant must be over 65 years of age or receiving Social Security disability benefits.

The application period for all three programs is February 1, 2024 through May 15, 2024. All applications must be accompanied with proof of income which includes a federal tax return, if required to file one, and the Social Security Administration 1099 for 2023.

OTHER EXEMPTIONS: 

  • Totally disabled persons who are receiving permanent total disability from the Social Security Administration are entitled to an exemption of 1,000 of property assessment on property that they own. 
  • Legally blindAny person who has been declared legally blind is entitled to an exemption of 3,000. A Certification of Legal Blindness from the State of Connecticut Board of Education and Services for the Blind Industries Division must be filed with the Assessor's office.  
  • Vehicles that have been retrofitted for the private transportation of individuals may apply annually to have their vehicle exempted from property taxes.
