Mill Rate

A mill is a unit of monetary measure equal to 1/1000 of a dollar. The mill rate is a number determined by dividing the grand levy (amount of revenue required) by the grand list (total assessed value of all taxable property). The mill rate is then applied to each taxpayer’s taxable property.  The mill rate for the October 1, 2022 Grand List for real estate and personal property is 37.33 mills and motor vehicle is 32.46 mills due to the Connecticut State Cap.

Example: Assessment x Mill Rate = Tax Dollars

Real Estate assessed at 179,500 (x .03733) = $6,700.74

A Motor Vehicle assessed at $12,230 (x .03246) = $396.99

Taxes Due

Tax bills go out the end of June each year. The bill has a payment stub for both the July and January installments.  Any tax bill of $100.00 or less is due in full in July.  Tax bills in excess of $100.00 are split into two installments but can be paid in full in July if you so choose.  Supplemental tax bills for motor vehicles go out at the end of December and are due in full in January.  

Please make checks payable to: Town of Tolland.  Credit cards are not accepted in the office but payment can be made online by credit card or electronic check.

Annually, taxes are due July 1 and January 1, with a one month grace period to August 1 and February 1. According to Connecticut General Statute 12-169, when the final day for on-time payment falls on a Saturday, Sunday, or legal holiday, payment may be made without interest or penalty on the next business day. You may pay in person, online or by mail. For your convenience the Tax Office has a drop box location at the rear entrance to the building labeled TAX DROP.  We are always willing to work with taxpayers who are unable to pay their bills in full; partial payments are accepted. Receipt

For a return receipt, enclose your entire bill and a stamped, self-addressed envelope with payment. When paying in person, bring your entire bill with you. Retain your taxpayers receipt for income tax purposes.

Escrow Accounts

If your taxes are to be paid by a bank or mortgage company, please forward your bill to them immediately.

Past Due Taxes

Interest will be charged on all payments received or postmarked after August 1, 2023 and February 1, 2024 at the rate of 1.5% per month or 18% per year in accordance with Connecticut General Statute 12-146 and cannot be waived. The interest is charged back to the due date of July 1 and January 1. This means that a late payment in August is charged 3% interest (for July and August), and a late payment in February is charged 3% interest (for January and February). The minimum charge is $2.00 per bill.

If “back taxes due” appears on your bill, please call the office for the correct amount due before you send your payment!

All delinquent motor vehicle taxes are reported to DMV. Anyone needing a motor vehicle clearance must pay in cash or money order or wait seven business days.

Grand List

On July 1, 2023, tax bills for the October 1, 2022 Grand List will be due and payable without penalty by August  1, 2023. The time period covered for motor vehicles assessed is October 1, 2022 to September 30, 2023.  If new vehicles were registered after October 1, 2022, a bill would be produced on the Supplemental List due January 1, 2024.  The July installment for real estate covers the time period of July 1, 2023 through December 31, 2023 and the January installment covers January 1, 2024 through June 30, 2024.

Sold A Vehicle?

When a vehicle has been sold, your bill may be adjusted or deleted. A returned plate receipt from DMV and a copy of a bill of sale should be provided to the Assessor’s Office for their consideration.
