Below is a general overview of the permit process.
1. Public Health Review
- Eastern Highlands Health District (EHHD) has an office located in the Planning & Development Department located at Tolland Town Hall, 21 Tolland Green, 860-871-3608.
- Required for many construction projects including, pool installations, decks, change in use, accessory dwelling units, lot line changes, and sheds over 200 square feet.

2. Inland Wetland & Watercourse Desk Review
- A precursory review will take place to ensure that your proposed project is not directly located in wetlands or a watercourse.

3. Zoning Permit
- A zoning permit cannot be issued until AFTER a wetlands approval is granted. See above to determine if you have wetlands.
- Applications including maps must be completely filled out or risk being denied by the Zoning Enforcement Officer. For an application, click here.
